  • Drawback:

    Drawback assistance is provided to exporters as a reimbursement of the incidence of central levies - excise, customs duty and service tax on the raw materials used for the production of the products that are exported.

    Government has extended the benefit of the Scheme for Rebate of State and Central Taxes & Levies (RoSCTL) to export garments & made-ups with effect from 1st January 2021 to 31st March 2024.

Remission of Duties and Taxes on Exported Products (RoDTEP)

RoDTEP scheme has been introduced to replace MEIS. Ministry of Commerce and Industry has issued the scheme Guidelines and Appendix 4R (eligible RODTEP export items, rates, and per unit value caps) for Remission of Duties and Taxes on Exported Products (RoDTEP)

RRaw Material Supply Scheme (RMSS)

(i) The Yarn Supply Scheme (YSS) with partial modification and renamed as Raw Material Supply Scheme (RMSS) has been approved for implementation during period from 2021 -22 to 2025-26.

(ii) Components of RMSS:

a. Transport Subsidy Component: Freight reimbursement for transportation of yarn (All types)

b. Price Subsidy Component: 15% Price Subsidy on Yarn (through DBT to linked bank account) with quantitative restrictions. 15% price subsidy will be available on cotton hank yarn, domestic silk, woollen and linen yarn and blended yarn of natural fibres with quantity restrictions.

(iii) Eligible Beneficiaries:

The benefits would be available to the following:

a. Individual weavers.

b. Agencies in which weavers are members i.e., Self Help Groups (SHGs), Joint Liability Groups (JLGs) and Cooperative Societies.

c. Handloom Producer Company.

d. Weavers Entrepreneurs: Entrepreneur, who is involved in actual weaving activity along with marketing and other activities & owns Handlooms in his/her premises, will be eligible weaver entrepreneur. Number of Handlooms owned and functional in the premises of weaver entrepreneur will be counted for the raw material subsidy component purpose.

Depot operation charges @ 1.0 % (one percent) of the value of yarn supplied directly to the individual weavers from the warehouse. (Limited to Rs.15000/per month). For more information about the scheme, please refer the guidelines.

Interest Equalization Scheme

Government of India has approved the extension of Interest Equalization Scheme for Pre and Post Shipment Rupee Export Credit ('Scheme') up to March 31, 2024.Revised interest equalisation rates under the Scheme will now be 3 per cent for MSME manufacturer exporters exporting under any HS lines, and 2 per cent for manufacturer exporters and merchant exporters exporting under 410 HS lines.

HEPC signed MoU with MSME Ministry - Reimbursement of 75% of Registration-cum-Membership Certificate (RCMC) charges/fee paid by the first time Micro Small Enterprise (MSE) Exporter

Eligibility Condition

(a) Micro and Small Enterprise with valid Udyam Registration

(b)To claim the benefits under the scheme, the applicant's Importer Exporter Code (IEC) must not be older than 3 years on the date of export shipment.

(c) MSE shall be eligible for a refund of 75% of the cost paid subject to a maximum of Rs.20000/-(Rupee Twenty Thousand only).

Documents required

(a)IEC code not more than 3 years old on the date of export shipment.

(b)RCMC fee receipt

(c)Proof of export carried out in the same financial year on which RCMC is claimed.

Procedures to become a member of HEPC :

An Individual/Company/Society/HUF having Import Export Code (IEC) can apply for Council's membership along with required documents and relevant fee

Types of membership

Registered Textile Exporter (RTE) Member

All new exporters shall be registered initially as RTE and converted subsequently as Members on fulfilling eligibility criteria (export performance) after one year

Members have voting rights and can contest in the election to the Executive Committee of the Council. In order to be eligible for member of the Council, must have the minimum export performance as stated in AoA&M of the Council

Both RTE and Members are entitled for all other benefits/services of the Council.

Why enrol with HEPC?

(Registration with this Council under Foreign Trade Policy 2015-20, is necessary for availing the various benefits and concessions available from Government for export of handloom products and fashion accessories.

What are the various Categories of Membership?

Manufacturer Exporter Merchant Exporter

Firms owning handlooms and currently producing handwoven products are categorized as Manufacturer Exporter. To register under Manufacturer category the firm should submit a Self-attested photocopy of certificate to the effect that they are a Manufacturer of handloom fabrics / made-ups / Floor coverings / stoles & scarves either from the Directorate of Industries or State in-charge of Handlooms of respective area or from MSME. The certificate should indicate “handloom Products”, If not, an affidavit (in prescribed format of the Council) on Rs.10/- stamp paper duly attested by a Notary Public is required. For Master weaver/Weaver/Artisans, A letter from WSC / Directorate of Handlooms / Development Commissioner Handlooms confirming their master weaver/weaver/artisans status. The same document may be used for manufacturing status and no udyam registration or affidavit needed.

Firms who procure handloom products from manufacturers and export them are categorized as Merchant Exporter.

Types of certificates issued by HEPC?

Registration Cum Membership Certificate (RCMC)

RCMC is valid for five years from the date of issue, subject to renewal of the Council’s Membership every year

What are the products covered by the Council?

Home Textiles articles made up of Hadnloom , Powerloom, Autoloom, etc. using any kind of natural or manmade fibre

Do I have to renew membership every year?

Yes, though the Registration Certificate is valid for a period of five years, subject to the payment of annual membership fee to the Council every year. The membership renewal fee is payable at the beginning of each financial year, i.e. from 1st April. The Certificate shall be deemed to be valid from 1st April of the licensing year, in which it has been issued.


• RCMC is valid for five years from the date of issue, subject to renewal of the Council’s Membership every year.

Must pay timely Payment of Annual Membership subscription to avoid cancellation of membership as well as de-registration of your RCMC.

What are the documents required to be submitted along with application?

1.Specimen Signature of the nominated authorized representative should be duly filled-in as per the instructions given in Specimen Signature Form.

2.In case of Manufacturer Exporter - Manufacturer exporter certificate from UDYAM REGISTRATION, please ensure that your certificate is indicating “handloom Products”, If not, please get an affidavit (format may get from Council) in Rs.10/- stamp paper duly attested by a Notary Public.

How much time does it take to become the registered member of the Council?

On receipt of duly filled-in application with supporting documents, Registration-cum-Membership certificate will be issued within a week.
